Irvo Otieno was a 28-year-old Black man who died while in custody on March 6, 2023, at Central State Hospital in Virginia. His family had emigrated from Kenya when he was four years old.
According to a prosecutor, Otieno was smothered to death by seven deputies and three hospital security personnel. The events leading up to his death were captured on video.
The video and emergency calls revealed that Otieno suffocated to death during his transfer from a Henrico County jail to Central State Hospital, where he was being treated for mental illness.
Otieno’s mother, Caroline Ouko, described her son as “brilliant, creative, and bright”. Ouko, along with Otieno’s brother, demanded answers regarding their loved one’s death. The family’s attorney, Ben Crump, was present with them at the Dinwiddie Courthouse in Dinwiddie, Va.
The grand jury indicted 10 people charged in Otieno’s death, including seven Henrico County sheriff’s deputies who have been charged with second-degree murder.

What Happened To Irvo Otieno
According to news reports, Irvo Otieno, a 28-year-old Black man, died while restrained at Central State Hospital in Virginia on March 6, 2023. The hospital staff and sheriff’s deputies pinned him to the floor during the intake process. He was pronounced dead around 5:48 p.m.
Three hospital employees were arrested and charged with second-degree murder in connection with Otieno’s death. Later, a grand jury indicted seven Virginia sheriff’s deputies and three hospital staffers involved in Otieno’s death.
After Otieno’s death, prosecutors released footage showing the events that led to his death. Otieno’s mother called his death “inhumane” after viewing the footage.
What was Irvo Otieno Jailed for
Police responded to a home in Henrico County on March 3 after a woman reported a suspected break-in. Otieno was apprehended on the premises and was put under an emergency custody order.
Later, at Parham Doctors’ Hospital, he was said to have become aggressive toward the officers. He was then transferred to Henrico County Jail.
On March 6, 2023, Otieno was found naked and covered in excrement in his cell. Following this discovery, deputies took him to Central State Hospital.
During the intake process, Otieno was said to have been belligerent, and both hospital employees and deputies restrained him.
Subsequently, Otieno became unresponsive and died. The death occurred after Virginia State Police were called in to investigate around 7:30 p.m., three hours after Otieno and the deputies had arrived at the hospital.
According to Dinwiddie County Commonwealth’s Attorney Ann Cabell Baskervill, Otieno was held on the ground for 12 minutes while in handcuffs and leg irons.
Additionally, Otieno’s body was moved, his handcuffs were removed and washed, and a funeral home was contacted instead of the medical examiner’s office.
